Mobile Voter service available again to residents of three Russian regions
Applications to use an alternative polling station submitted between 25 July-5 September stay valid
Following a single voting day in Russia’s four federal entities, a second ballot will be held to elect the heads of the regions. Residents of three of them (Khabarovsk Krai, Republic of Hakassia, and Vladimir Region) will be able to use the Mobile Voter service again on the Unified Portal of Public Services from 13 to 19 September.
Applications to use an alternative polling station sent via the portal of public services between 25 July and 5 September will stay valid, and a newly made application will invalidate the previous application.
To be put on the list of voters who wish to vote at their actual location one has to choose a Polling Station for Regional Elections service on gosuslugi.ru or in the mobile Public Services app to, indicate the registration address, select the polling station and file the application.
After their application has been processed, the voter will receive a confirmation of the selected station in their personal cabinet on the public services portal. On the day of voting, they will have to show their Russian passport and the printable section of the application on a hard copy or on their mobile device. The Mobile Voter service is available to Public Services portal users who have a confirmed account and are aged 18 or older on the voting day.
Between 25 July and 7 September 2018, when the Mobile Voter service was operational, it was used by more than 900,000 Russians who wished to choose an alternative polling station in a remote mode. Gosuslugi.ru and the Public Services mobile app received close to 220,000 e-applications. Residents of the Vladimir Region filed around 3,000, the Republic of Khakassia 800, and Khabarovsk Krai 4,000 e-applications.
The project commissioned by the Russian Ministry for Digital Development, Communications and Mass Media and the Russian Central Electoral Commission is implemented by RTLabs as the key technology partner of Rostelecom for the development and operation of e-government.
