The Public Services Portal Celebrates its 10th Anniversary

The Unified Public Services Portal is 10 years old. On December 15, 2009, the day of its official opening, the portal posted information about 110 services of the federal level and over 200 services of the regional and municipal levels. Today, over 29 thousand electronic services are available on the Public Services Portal.
From July 2010 up to now, more than 100 million Russian citizens have registered on the Public Services Portal. The most notable growth of the number of users, 21 million people, was recorded in 2017.
As of December 2019, the five most popular services as to the number of requests include: making an appointment with a doctor (about 60 million), receiving information about pension savings (over 24 million), registration of vehicles (9 million), registration with a nursery school (more than 7 million), applying for an exam and obtaining a driver’s license (6 million). Users also often apply for Russian and foreign passports on the portal (1.2 million and 5 million, respectively), for registration at the place of residence and domicile (3 million), permit for keeping and bearing hunting weapons (1.4 million).
Since 2009, citizens have filled out and sent over 325 million electronic applications for public services. At the same time, about 50% of the total amount of the applications were filed in 2019 - over 145 million (as of December 2019). The top 10 regions in terms of the number of services ordered include Moscow and Moscow region, Tyumen and Sverdlovsk regions, St. Petersburg, Krasnodar Territory, Chelyabinsk and Novosibirsk Regions, the Republic of Bashkortostan and Samara Region.
Over 10 years people have made almost 142 million payments through the Public Services Portal totaling over 150 billion rubles, while the figures for 2019 already exceeded the final results of the previous years – as of the start of December, more than 56 million transactions were recorded with a total amount of over 58 billion rubles.
You should take into account the fact that users of the Public Services Portal can pay state fees (with a decreasing coefficient of 0.7), car fines (with a 50% discount), legal debts, utilities and other charges on receipts. Payment can be made by a credit card, electronic money, mobile phone account, as well as Apple Pay and Google Pay services. In December 2017, the MultiPayment opportunity to pay several charges in one transaction was realized.
Digital transformation of public services - creation of super services became the main trend of 2019. According to the concept, services will be grouped by life situations, and citizens will be able to receive them as a package on an automatic basis. Portal users can take an active part in their development and testing - 15 prototypes of super-services are already available at the Super Services page of the website.
The government client and owner of the Public Services Portal is the Ministry of Digital Development, Communications and Mass Media of the Russian Federation. The operator of the public services portal is PJSC "Rostelecom" assisted by of JSC RTLabs.
