Contract signed for e-government infrastructure operation in 2016

Rostelecom and RT Labs have signed a RUB1.03 billion contract for the operation of e-government infrastructure in 2016.

Under the contract, RT Labs will act as an operator to support e-government infrastructure (IEP), providing services for the operation of its information system, eliminating IEP software errors and preventing malfunctions. 

Special focus will be placed on supporting e-government users and monitoring the quality of public service. To that end, RT Labs will conduct online analyses of customer experience on the Internet, providing technical and information support and processing applications received on public service portal accounts. RT Labs will also be in charge of the IEP system content.  

The contract stipulates enhanced requirements for the quality of operation and maintenance of main information systems and new e-government components such as search engine Gosbar and the Open Public Services Platform system.

Broader requirements will apply to the services related to IEP information security, which the company will be offering in conjunction with the Information Security Centre of Rostelecom’s Department for Federal Integration Solutions Operation.

The contract also covers architecture and process control over e-government infrastructure, support for test and integration environments, a service for automatic correction of errors at the time of data input and the monitoring of public service request functional scenarios.

Under Federal Law No.223-FZ (On the Procurement of Goods, Works and Services by Specific Categories of Legal Entities), dated 18.07.2011, RT Labs will arrange a procedure for selecting co-contractors for the services required for the operation of e-government infrastructure in 2016.

For us who are responsible for the maintenance of its infrastructure, the key objective will be to ensure that all users have access to high-quality federal and municipal services from any device, including mobile, 24/7, from any place and largely online,’ said Mikhail Bondarenko, General Director, RT Labs.

RT Labs is the key service provider for the operation and development of e-government infrastructure for the benefit of Rostelecom.
