Rostelecom implemented ‘Central Archive of Medical Images (СAMI). Teleradiology’ to computerize the operation of the Radiological Service of the Khabarovsk Krai. The IT system made it possible to integrate four hospitals in Khabarovsk, Komsomolsk-on-Amur and Amursk into a single information network. RTLabs, a subsidiary of Rostelecom was the technological partner of the project.
The electronic archive that stores medical imaging databases is available to doctors at any time via a secure network. The system makes it possible to analyze clinic examination data received from modern diagnostic equipment. Hospital staff can study the findings online using special built-in programs. Besides, the system automates the work of radiology departments. Radiologists can form referrals, appointment schedules, reports, protocols, as well as conduct remote consultations on complex, life threatening diagnoses.
"The introduction of such systems allows us to improve, speed up and simplify the work of medical specialists, as well as to overcome the territorial isolation of medical institutions. The system is scalable and, if necessary, more institutions or even medical specialists of the whole region can be easily connected to it,” commented Nickolay Kiselev, Director for Corporate and Public sectors, Khabarovsk branch of PJSC Rostelecom.

Teleradiology.’ is not just functionality for the automation of the radiology departments of medical organizations, but also an instrument for virtualization of the radiotherapists’ work desks. And the solution itself makes it possible to bring management in radiology to the next level. Teleradiology can offer functionality for the generation and execution of requests for the remote description of medical images, their logistics management, the formation of medical records, reporting and billing for the consultations provided,” said Oleg Khilov, director of RTLabs Kazan branch, which specializes in development and implementation of medical information systems.
The software was installed and configured under a contract with the Khabarovsk State Budget Health Care Institution “Medical Information and Analytical Center” under the Ministry of Health of the Khabarovsk Krai. Rostelecom and RTLabs specialists also organized training for diagnostic imaging personnel.
