Numbers of Public Services app active users up 400%

In Q2 2017 the highest number of requests for popular public services was generated through the mobile app by users from Moscow and the Region of Moscow (over 58,000 and 40,000 respectively), up from less than 10,000 and 7,000 year on year.
Leaders in the number of requested public services included St Petersburg, the Region of Sverdlovsk and Khanty-Mansiysky Autonomy.
Services in the greatest demand with users from Moscow and the Region of Moscow were inquiries on the status of their personal pension fund accounts, applications for motorcar registration and driving licences and for foreign passports of the new generation.
Pension Fund inquiries from Moscow residents were up 300% and motorcar registration requests up over 500% year on year.
Moscow residents used the Public Services app primarily to pay traffic penalties, taxes and stamp duties. Successful transactions involving tax authorities were up by more than 200%.
Similarly to the Unified Public Services Portal, the discount offered on traffic penalties paid within 20 days of the resolution date was 50% and on stamp duties 30% irrespective of the payment date.
‘Explosive growth in the number of active users and the number of services is the best illustration of how popular the app is. This year it will receive new useful features and functionalities that will make it even more user-friendly,’ said Mikhail Bondarenko, Director for E-Government at Rostelecom.
In Q2 2017 the Public Services app was used by more than 4.5 m unique users, up from less than a million year on year, driving the active user growth rate to around 400%.
The mobile app was put into commercial operation in 2012 at the request of the Russian Telecom Ministry as part of an E-Government development project. The year 2015 saw the launch of an updated version, designed in a style similar to the Unified Public Services Portal.
In the summer of 2016 the mobile app received the Golden App 2016 award in three nominations, Lifestyle; Performance, Services and Training; and the Best Brand App.  In February 2017 it got into the top three international mobile public service apps of the Best M-Government Service Award (category One Stop App) in Dubai.
The Public Services mobile app is developed by a project office that brings together experts from the Russian Telecom Ministry, Rostelecom and RTLabs. Rostelecom acts as the single provider for the development of E-Government infrastructure under the 28 April 2017 Government Decree. The mobile app development centre is based on RTLabs’ office in Samara.
