The Ministry of Telecom and Mass Communications of the Russian Federation, Rosteleсom and RTLabs organize an Architectural Workshop to create a National WEB (GosWEB)

The Ministry of Telecom and Mass Communications together with Rostelecom and RTLabs organizes an architectural workshop to implement GosWEB, a concept of establishing the unified information and service ecosystem in Russia. The event was attended by representatives of the Ministry of Culture, Ministry of Economic Development and Growth, Ministry of Education and Science, Ministry of Public Health and Ministry of Labor as well as representatives of AIC, Artem Geller’s Laboratory, Roox, Yandex, SiteSoft, etc.
GosWEB is an assembly of all official information and service web portals, sites, mobile and web applications created and released by Russian governmental bodies. The key goal of the project is to aggregate all public websites in one domain address and create the single channel for comfortable and transparent communications of people and the government. Today, with over 7,000 sites and portals of governmental bodies in Russia, more than 70% of Russian citizens are at a loss to answer the question which public website can help them solve one or another problem.
“A really useful portal based on the “one-stop shop” principle can be only created using best practices and expertise of governmental bodies, programmers, Internet companies and independent experts”, says Alexander Pavlovich, Deputy Director of the E-Government Development Department of the Ministry of Telecom and Mass Communications of the Russian Federation. “We have to provide one access point to all resources of the state and make this digital platform on the level of best IT competences and standards involving top experts, business modeling practices, flexible methodologies and taking into account wishes of users.”
In the opinion of the participants of the seminar, the distinctive features of GosWEB include unbound information architecture and navigation, duplicate services and functionality, variety of design and independent content policies. It is necessary to transform the actually siloed WEB-space of the state to make it more effective and convenient for citizens as well as to reduce duplication of expenses connected with its development.
“Citizens and business need simple and comfortable access to all services of governmental bodies without necessity to learn which institution must help in one or another situation,” says Alexander Pavlovich.
The principal potential of the transformation lays in the development of perfect user experience insofar it concerns interaction of citizens with the authorities via Internet, optimization of public expenditures owing to the development of ecosystem architecture and solutions to be repeatedly used by institutions.
“Public websites have too many similar tasks, so there is no reason to make individual solutions for each one: communication tasks of governmental bodies overlap more than 80%. That’s why, in terms of technology, we have chosen a linked infrastructure for the project implementation. The use of single platforms and services will save the budget for support and development of public portals and will allow preserving the independence of institutions in the future enhancement and widening of their WEB resources,” says Dmitry Churkin, Head of Federal Projects Directorate at RTLabs’.
The creation of a guiding portal in the public WEB-space is a part of the concept for the single design and organization of the digital space of Internet resources of governmental bodies. The document was prepared by the Telecom Ministry and experts of Open Government following Prime Minister Dmitry Medvedev’s instruction issued in the middle of 2017. The prototype of the updated resource can be found at the address: gov.gosuslugi.ru where everyone can share ideas and proposals regarding to its development. Rostelecom and RTLabs are in charge of technological implementation of the project.
